responsibilities

As a Head of Procurement SCE your duties will include the following:

  • Lead, manage and develop country procurement teams within cluster to embed a culture of procurement excellence and best practice whilst maximizing individual strengths and developing talent
  • A member of the Group Procurement (EMEA) lead team
  • Accountable for delivery of annual Procurement targets (agreed with the Group Procurement Director) for countries within the cluster (consists of both the local & regional targets). Ensuring savings are realised, signed-off and tracked in-line with the Group Procurement policy
  • Develop and deliver a year on year strategic supply chain cost reduction programme, working closely with the Regional Master Category, other Cluster leaders and Country buyers, assuming full accountable for the crystallisation of procurement savings identified across the cluster
  • Able to ensure that all Country Procurement teams are can trace savings to the P&L (CXO Group Reporting tool).
  • Accountable for line management and workload management of Country procurement managers/buyers with team following processes and governance.
  • Recognised Procurement leader for the Country/Cluster in the eyes of the business and the procurement team.
  • The Procurement function is front and centre of all supplier commercial negotiations, in-line with the Group or Regional Procurement policies.
  • Ensure the country requirement in their cluster have their technical/commercial/operational requirement feed correctly into any Group/Regional tender. Ensuring that the business is clear on what is required to enable every country to benefit fully from these cross boarder tenders.
  • Communicate savings opportunities to regional procurement, to ensure there is a constant multi-year savings pipeline, managed in-line the Group procurement policy. Providing a monthly variance report, based upon CXO cockpit data to the Regional Procurement director, indication reasons for variances.
  • Responsible for running of all Country tenders including preparation of tender documentation, contractual terms and conditions, and monitoring of supply chain performance not run by the Regional Master Category team.
  • Escalate to the Regional Master Category team, operational issues which may impact the performance of any cross border supply chain contract
  • Perform regular market testing and benchmarking against local contracts to ensure they maintain market competitiveness and deliver value for money, liaising frequently with the Regional Master Categories to avoid duplication.
  • Continuously seek opportunities to leverage category spend to further reduce supplier costs, drive out additional savings, and improve overall efficiencies
  • Provide leadership and support as required to ensure successful mobilisation of new supply contracts, whether cross-border or local.
  • Able to present clearly to the Divisional EXCOMs and CEO’s, to secure their buy-in on change programmes and supplier nominations.
  • Able to influence very senior stakeholders at all levels of the organisation.
  • Excellent line management capability (Lead, Coach, manage)
  • A self-starter, able to identify procurement opportunities, articulate the benefits and deliver the out without the need for constant direction
  • Proactive management style, with ability influence senior business leaders & peers
  • A passion for driving real change and challenging the status quo across the region
  • Prepared to travel and work internationally on a monthly basis
  • Willing to adopt a flexible approach to the fulfilment of work commitments.

As a Head of Procurement SCE in this role, you must have the following requirements:

  • Degree level qualification or equivalent 
  • Ability to influence, persuade, challenge key & diverse stakeholders at senior levels
  • Ability to manage fluctuating workloads with a self-starter and delivery mindset
  • Fluent in English, spoken and written; European language(s) are an advantage
  • An ability to work with ambiguity whilst making decisions that are commercially sound.  Able to translate proposals from models to planned activities
  • Demonstrable knowledge of sub-contracting processes incl legislative requirements
  • Must be confident in challenging others, whilst at the same time building professional relationships (Must be credible in the eyes of others)
  • Highly developed analytical skills able to identify key technical options
  • Strong decision making skills, ability to balance consultative and directive approaches appropriate to scope and scale of decision 
  • Self-motivated to achieve against targets and deliver savings
  • Excellent written & oral communication skills.  Ability to present effectively to all audience levels and able to network across the business
  • Experienced coaching & development skills, with experience of leading a team
  • Contract negotiation, drafting and management of tendering processes including contracts up to the value of £75m
  • CIPS Qualified or equivalent with at least 7-10 years management experience
  • Previous experience in managing large outsourced services contracts preferred.
  • Experienced in the set up and utilisation of eProcurement, eAuction 
  • Oracle purchasing experience preferable.
